The Republic of Moldova – an active participant in the meeting of the coordinating states of the Istanbul Convention
On 6 November 2025, in Kalkara, Malta, the third meeting of national coordination bodies established under Article 10 of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (the Istanbul Convention) took place.
The event was organized by the Council of Europe, in partnership with the Commission on Gender-Based Violence and Domestic Violence of Malta, under the auspices of the Parliamentary Secretariat for Equality and Reforms.
The Republic of Moldova was represented by the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence (ANPCV), through Ms. Nelli Lelenco, Acting Deputy Director, who participated in the meeting’s proceedings.
The meeting agenda included thematic sessions on the role of the judiciary, investigation and prosecution, protection and emergency barring orders, as well as workshops focused on strengthening national coordination mechanisms and the innovative implementation of the Convention’s provisions.
Additionally, during the workshops facilitated by experts from the Edward de Bono Institute for Creative Thinking and Innovation (University of Malta), the representatives of the participating countries discussed innovative ways to enhance inter-institutional cooperation, data exchange, and integrated approaches to violence prevention.
The participation of the Republic of Moldova in this international meeting reaffirms the country’s strong commitment to the full implementation of the Istanbul Convention and to the strengthening of national coordination mechanisms, ensuring that responses to cases of violence are coherent, prompt, and centered on the needs of the affected person.
In the coming period, ANPCV will make use of the recommendations and good practices shared during the meeting to continue the modernization of inter-institutional coordination frameworks and the strengthening of professional capacities of those involved in preventing and combating violence against women and domestic violence.
ANPCV is the central administrative authority subordinated to the Government, established in response to the need to implement the provisions of Article 10 of the Istanbul Convention. The Agency’s mandate is to coordinate inter-institutional activities in the field of preventing and combating violence against women and domestic violence, to facilitate cooperation and dialogue between public institutions, civil society organizations, and development partners, thereby contributing to the development of a coherent and effective national system of protection and support.
